Procurement Quality Control Supervisor (PQCS)

Looking for a Procurement Quality Control Supervisor (PQCS) leading and supporting the procurement quality activities and expediting the timely client/engineering activities on the project to be based in Saudi Arabia

Skills and Responsibilities:

  • Supervise and manage the performance of any direct reporting quality staff.
  • Compliance to PQP
  • Reviewing vendors QA/QC systems in accordance with contractual requirements
  • Attendance at site and inspection procurement meetings
  • Coordination of vendor quality approvals when required
  • Ensure the verification of documentation and certificates for materials purchased by vendors
  • Review of supplier quality plans against contract requirements
  • Review procurement documents to ensure that quality requirement have been correctly translated into Material Requisitions (MRs) and design documents
  • Review supplier inspection procedures and personnel qualifications
  • Review supplier material certificates
  • Take part in supplier audit and surveillances
  • Coordinate with the discipline engineers for the resolution of technical discrepancies
  • Coordinate with management for quality improvements
  • Issue of nonconformance reports
  • Coordinate with the owners/client representative on all procurement issues
  • Monitor progress of all purchase requisitions
  • Responsible for the supervision of vendor source of inspection (Assisted by approved vendor inspectors), in-process & final inspection, documentation and associated quality control
  • activities for the equipment/materials purchased intended for the project
  • Review complete list of inspect-able and non-inspect-able materials provided by Engineering (other) for the project with correct approved vendor/manufacture, level of inspection
  • review of Purchase Requisition submittals (MRs) with correct documentation, client, customer approvals, and references e.g. 9COM,
  • Review Purchase Order in compliance to approved Material Requisition submittals (MRs).
  • Close coordination with the approved Third-party agency for inspection and Final release.
  • Supervision in the preparation of Inspection assignment package for level 1 and up for the Submission to the client inspection group.
  • Coordination of pre-inspection meetings for materials for level 2 and up.
  • Establishing Agenda for Pre-inspection Meeting for level 2 and up.
  • Ensure compliance to PQP
  • Effective implementation of Kent Management System
  • Supervision/preparation of Final Inspection Disposition Report.
  • Planning, employing and seeking approval from client qualified personnel for inspection activities
  • Coordination with procurement department for the preparation and submittal of Procurement Two- week look ahead Schedule, 5-days inspection notice as per applicable by client standards/requirements and weekly inspection/ Fabrication Status reporting
  • Coordination between project Quality and Project Management and client for Internal Audits including audit for manufacturers, vendors, suppliers or any external parties
  • Review Inspection Level List for all Material Requisitions in accordance with Quality Management Requirements and client requirements.
  • Monitor and coordinate with TPI Inspection agencies to perform the Inspections at vendor manufacturing and fabrication sites and supplier performance.
  • Coordinate and attend to Pre-Inspections Meeting with vendors to clarify the inspections requirements and schedule the inspections.
  • Finalize vendor inspection schedules and assure that the inspections will be performing in accordance to the schedule.
  • Monitor and reporting of Non-Conformance raised during the procurement by TPI to vendor.
  • Coordinate inspection and testing activities, including arranging COMPANY witnessing.
  • Shall prepare and submit the Inspection disposition (IDR) reports to the client quality group.
  • Shall be fully responsible with the co-ordination to vendor inspection department.
  • shall monitor the fabrication of items such as equipment’s, structural steel, precast, pre-engineered and out of kingdom suppliers depending on the assignment level given.
  • Ensure that surveillance inspections are continually carried out on the project recording and documenting any and all deviations from the Project Quality plan.
  • Maintain a good working relationship with all Contractor and Client personnel.
  • Maintain good record keeping of activities carried out and inspection reports, surveillance reports, and timely submitting to the client.
  • Any other ad hoc duties as assigned from time to time.

These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. Your knowledge, qualification, training, certification, skills, education, and experience:

  • Engineering (Mech ) Degree holder with Min 5-7 Years relevant experience on procurement QC for Mechanical Package equipment.
  • Supplier Quality Management certification (preferred)
  • Competency in the written and spoken Business Language
  • Competency in English a benefit when not a first language
  • Lead Auditor ISO 9001 certification from a recognized organization
  • Knowledge of and experience in quality management methodology
  • Knowledge of relevant standards and regulations, such as SAMSS and SAEPs, as per Saudi Aramco requirements
  • Aramco EPC Project Experience and Approvals
